In this episode's street scene, Cookie Monster visits Hooper's Store and asks Chris for a cookie. After finishing the cookie and asking for another, Chris informs him that there are no more cookies left but assures him there will be more tomorrow. Cookie Monster laments to the viewer about the difficulty of being a Cookie Monster and always having to wait for cookies, wishing he never had to wait again.

At the mention of the word "wish," a giant cookie floats from the sky, revealing The Cookie Fairy (Sandra Oh), who grants Cookie Monster's wish by giving him the power of "The Cookie Touch." Everything Cookie Monster touches now turns into a cookie. He tests his new power on Chris' sponge, which indeed becomes a cookie. Excited, Cookie Monster sets off to find more things to touch and eat.

As Cookie Monster explores, he turns various objects into cookies, including a hat and a newspaper. He then decides to use his power to make his friends happy. However, when he turns Telly Monster's favorite triangle and Big Bird's dinosaur book into cookies, his friends become upset.

Returning to Hooper's Store, Cookie Monster is disappointed when his tuna sandwich turns into a cookie. He realizes he can never eat anything but cookies again. Despite this, he believes he made his friends happy. However, Telly and Big Bird confront Cookie Monster, feeling sad and angry. They demand their belongings be returned to their original state. In the process, Cookie Monster accidentally turns Chris into a cookie and wishes he hadn't made his initial wish.

The Cookie Fairy reappears and takes away Cookie Monster's power, returning everything and everyone, including Chris, back to normal. Relieved, Cookie Monster runs home to eat his mom's homemade lasagna. The Cookie Fairy, now hungry, wishes for a tuna sandwich, which Chris serves her, making her believe he's The Tuna Fairy.

The episode includes a film in which a girl demonstrates how to make oatmeal cookies. Jessica Alba appears in a celebrity segment, where she finds a pizza, fruit salad, and even a talking cake to be scrumptious. A lively song called "Do the Fruit Dance!" is performed, teaching kids about different fruits and encouraging them to dance.

Big Bird reads the "Letter of the Day" book to Connor and Tiffany, leading to an animated segment featuring "Big R and Little R." Leaves form the shape of the letter R in a separate cartoon segment. In "Murray Has a Little Lamb," Murray's lamb gives him clues to the secret school they're visiting, which turns out to be an Irish Step Dancing School. Murray struggles to learn how to kick but eventually manages to do a jig with practice.

A cartoon titled "Move to the Beat" features a girl dancing with a tiger, showcasing different dance moves. Big Bird then reads the "Number of the Day" book, leading to a rap song about the number 7 and a film segment where seven kids dance on a playground to the same beat.

In "Bert and Ernie's Great Adventures," Bert and Ernie find themselves in an Arabian village. They encounter Gina, a rabbit genie who grants them three wishes. After a series of mishaps, they call for Gina to return everything to normal. In another film segment, a boy demonstrates how sushi is made.

Elmo's World focuses on mouths, teaching viewers about the different functions and features of the mouth. Big Bird finishes reading "Hey Diddle Diddle" and reads the episode's sponsors from another book titled "One of My Favorite Books."
