On a spirited Halloween day, Elmo enthusiastically guides the viewers around Sesame Street, showcasing the thrilling holiday festivities. Abby, dressed as her favorite drink, hot chocolate, is excited to join Elmo, who is donning a homemade costume of his favorite comic character, Galactic Stan. However, Elmo's pride in his costume wanes when they encounter Irwin, a boy outfitted in an official Galactic Stan uniform. Irwin's superior costume leaves Elmo feeling envious and seeking ways to improve his own attire.

In the midst of the Halloween celebrations, Cookie Monster, in a disguise, trick-or-treats at 123 Sesame Street, receiving a Halloween cookie from Nina. However, his eagerness for more cookies sees him return, now in a different costume.

Determined to outdo Irwin, Elmo designs a "Galactic Stan-O-Scan" and a tiny alien sidekick. But Irwin, armed with an advanced, battery-operated replica, steals the limelight again. This prompts Elmo to devise an even more impressive gadget, a Galactic Stan Space Translator. This time, Irwin is genuinely impressed, until a special delivery by postman Grover brings him an officially-licensed space translator, leaving Elmo disappointed and frustrated.

After seeking advice from Alan, Elmo learns that it's not the costume's authenticity, but imagination, that makes Halloween fun. Embracing his costume's simplicity, Elmo's newfound joy in pretending makes even Irwin envious. Together, they soar into the Halloween night for trick-or-treating.

Next, Elmo and his friends delve into an educational segment, introducing the letter 'H' through a catchy song and dance routine. In a special segment, 'H is for Halloween', children discuss their Halloween costume ideas, highlighting the joy of creativity and community spirit.

A thrilling story titled 'The Walking Gingerbread' follows Sheriff Lick Graham, who learns how to outsmart mischievous gingerbread men with the help of Doughryl and Macaroon. Dancing becomes their unexpected savior, keeping the gingerbread men at bay.

Finally, Count von Count, along with his pals, lively introduces the number of the day - 13.
